I actually think they are quite justified in doing so. Bankrupting the largest economy in history to save them, just to see them collapsing a few months later from a pandemia would not make a whole lot of economic sense (although I can't deny a certain poetic justice to the concept)...
Absolutelly. Remember that the US govt is heavilly invested in these companies so its only logical to take measures to safeguard that investment. That is at the core of the at risk measure (not at risk regarding health surely).
